It is the role of the Society for the Promotion of Swiss Products and Services, better known as "Swiss Label", to regulate the use of the Swiss flag. A 1931 law, prohibits the use of the federal cross on any product for which an appropriate license has not been purchased. To qualify for the license, a product must be more than 50% manufactured in Switzerland. Many products, including famed Swiss chocolates, no longer meet this qualification but continue to illegally use the icon. Swiss Label considers this to be deceptive given that consumers have developed an expectation that products which carry the Swiss flag should meet certain standards.
